Which of the following most accurately describes the problem?

A NATIONAL DAY of protest by French hauliers attracted only limited support following the French government's decision to provide financial help to offset fuel price increases.

Fewer than 150 trucks are said to have joined the protest organised by trade associations OTRE and UN OSTRA; they had expected more than 1,000.

Florence Berthelot, legal and international director of FNTR. France's 15,000-member haulier association, explains why it did not back the protest: "Our companies are in crisis. Maybe there is not the will to go on the road."

Last month French Finance Minister Nicholas Sarkozy revealed plans for a £259m aid package to help operators and farmers unable to pass fuel price increases onto their customers.
