Which of the following most accurately describes the problem?

-THE Northern Traffic Commissioners

agreed, last Friday, to allow the continuation of 12-journey tickets between Newcastle and the coast, with certain restrictions to prevent alleged abuse.

Sir John Maxwell, chairman, said the Commissioners were of opinion that these tickets had been issued, in the first place, for the benefit of workpeople travelling on certain ,buses at certain times of the day, but such intention had gone by the board. Tickets, alleged Sir John, had been accepted indiscriminately from any passenger any time of the day, without question. The result was that casual passengers were making a single journey at about half the authorized single fare.

In future, the period of validity of 12-journey tickets would be one calendar month; a book of tickets must bear the date of issue; a ticket from any book would be available for only one passenger on any one bus, whilst the tickets must be detached from the book in the presence of the conductor. The Commissioners did not, however, intend to restrict the use of these tickets to certain times of the day.

The operators concerned are Wakefields Motors, Ltd., Northern General Transport Co., Ltd., Newcastle Corporation and Tynemonth and District Traction Co. During the hearing, the London and North Eastern Railway Co. sought the withdrawal of 12journey tickets from all services.
