Which of the following most accurately describes the problem?

BEFORE Mr. Chamberlain, the North-Western Licensing Authority, .at Liverpool,. on Monday, Mr. H. Draper, of Skehnersdale,.applied for an A licence and, in answer to Mr. Chamberlain, said that in the basic year he was carrying out B-licence work, and sold the business to a Mr. FearnIey, of Skelmersdale.

" You did not reveal this," remarked Mr. Chamberlain.

The applicant replied that he had not sold the carrying part of his business, but only the coal undertaking. He was still engaged in the carrying business. He admitted signing a document in Which it wag set out that he had sold his local carrying concern to Mr, Fearnley. The latter said he had purchased Mr. Draper's carrying

and general business, as shown by the document signed by the latter, and had applied for a B licence.

For the railway companies, Mr, G. H. P. Beanies submitted that the application should be dismissed.

Mr. Chamberlain pointed out to the applicant that if he felt the position was such that his whole future was jeopardized, he might wish to bring someone who could assist him. On the present evidence Mr. Draper would not receive a licence.

Mr. Draper said he would like to avail himself of Mr. Chamberlain's offer. He had been in business since 1926 and had no other living. The hearing was adjourned, as was the question of a B licence for the purchaser of the business.
