Which of the following most accurately describes the problem?

DERBY City Council has been ordered to reduce its charges for operators using Derby Central bus station.

Trent Motor Traction, Potteries Motor Traction, Yelloway Motor Services, National Holidays, National Express and Felix Bus Services, asked the Eastern Traffic Commissioners to arbitrate under sub-section 33 (3) of the Road Traffic Regulation Act 1967.

Since 1977, the charges had been 2.5p per stage departure and 5.8p per other departure with a minimum charge of E3 per month. There was also a parking charge for buses using the annexe to the bus station for lay-over parking.

The Commissioners were asked to arbitrate on City Council charges raised to 10p per stage departure and £1 per other departure and a minimum charge of £10 per month.

The minimum charge should not be so excessive as to discourage use of the bus station, they said, but should reflect the cost of levying it. They reduced it to £3.

In re-calculating the departure charge at 8.5p per departure from April 1, 1981, the Commis sioners said they had used a figure of 41 per cent, which the City Council appeared to consider was reasonable for the operators to contribute. On the information before them, they were unable to give further guidance on the proportion of costs that should be borne by the operators in the future.
