The Red Rover Omnibus Company was seeking a stage licence for a service between Cryers Hill and London Wall, which it currently provided under contract to the commuter club, and was opposed by Prestwood Travel.

For Prestwood, it was said that its objection would be met if the service were restricted to members of the club. But Commissioners' chairman Kenneth Peter said the Commissioners had no powers to impose that condition.

Brian Kirton, of Red Rover, said a licence had been applied for in preference to a contract-hire agreement, partly because the club wished to advertise the services to fill empty seats. He accepted that Red Rover was to an extent a "front" for the club to obtain a licence that the club itself could not obtain, as it holds no psv operator's licence.

The Commissioners have reserved their decision.
