Which of the following most accurately describes the problem?

AT Edinburgh on I uesday, the Transport Tribunal refused an appeal by George M. Morrison, Aberdeen, against a decision of the Scottish deputy Licensing Authority covering transport of fish from Aberdeen to Leeds. British Railways withdrew, leaving Charles Alexander and Partners (Transport) Ltd.. as sole respondent.

Last year. BR decided to stop fish transport from Aberdeen. except to King's Cross. and the Aberdeen Fish Curers and Merchants' Association invited Alexander to provide an alternative service.

The appellant, who ran two vehicles, operated to Leeds on a limited scale and following the BR decision and the Association's agreement with Alexander,

applied for nine vehicles to carry fish within 30 miles of Leeds. This was refused, but a renewal for one licence was granted on the new normal user. However, because of irregularities, this was suspended for one year.

A questionnaire sent to members of the Aberdeen Association was accepted by the Tribunal as evidence of need. A majority of members supported it, but some of those who did also supported Morrison later. giving certain duplication. Morrison did not oppose the application by Alexander.

The Tribunal considered that any further marginal need of the appellant was covered by the granting of the old licence in the new terms, and the deputy LA was right to refuse the application.
