Which of the following most accurately describes the problem?

IT is curious how design seems to travel in circles. Not so long ago manufacturers were finding that special chassis were needed for passenger vehicles, chassis that were speedier, better sprung, low built and capable of affording the comfort which the modern coach and bus passenger has-come to regard as his by right. Once the importance of this factor in passenger chassis design came to be appreciated the development was rapid and it very quickly came to pass that every maker of note had two distinct series of models of chassis, one for goods the other for passengers. Now users of goods vehicles are beginning to ask for speed, capacity and springing closely approximating to those which have hitherto only been deemed necessary for passenger conveyance, and we are rapidly approaching a new phase in this ever-changing development of commercial vehicles—a phase in which the passenger-type chassis will come to be recognized as more suitable for goods conveyance than some current models designed solely for that purpose. This trend has undoubtedly been accelerated by the widespread adoption of pneumatic tyres for the heavier types of chassis, but it was already on the way when the so-called "Speed model" one-ton and 30-cwt. chassis were introduced a few years ago. They were really the precursors of the heavy goods vehicles of to-morrow.
