Which of the following most accurately describes the problem?

• The granting of an Operator's Licence to Chardcrest Transport of Dinas Powys could be challenged in the High Court folowing claims that its licence application appeared in a newspaper which did not cover the area of its operating centre.

Local resident John Beveridge claimed that the licence may have been granted under default when he made environmental representations against Chardcrest's bid to renew its three-vehicle and trailer licence at a Cardiff public inquiry.

He said that the original application appeared in the Penarth Times which does not circulate in Dinas Powys, so residents were not able to make representations.

South Wales LA John Mervyn Pugh said residents had no right of appeal to the Transport Tribunal. But, as Beveridge appeared to have a valid point, he could apply to the High Court for a judicial review.
