IF a haulier went to the Licensing Authority every time a customer asked him to go a little outside his normal user, he might make 10 appearances at Traffic Court during the five years' life of his licence. This was pointed-qaut by Mr. Alex Robertson, Scottish Licensing Authority, when he agreed last week to include goods for Glasgow in the normal user of 15 A-licence vehicles operated by Dundee Express Deliveries, Ltd.

His remarks followed an objection by British Railways, who claimed that runs to

Mr. S. Barnett, manager and secretary of Dundee Express, replied that they had run to Glasgow ever since the company was formed 25 years ago.

Mr. Robertson said he had no hesitation in granting the application. If every haulier kept going to the Licensing Authority whenever traffic was slightly outside his normal user the position would be impossible. Scotland would need four Authorities instead of one, and even then they would never be able to cope with the work.

In this case, he added, the applicants had obviously had Glasgow in their normal user before seeking renewal of their licence.
