Which of the following most accurately describes the problem?

LIVER TRANSPORT, part of the Unilever-owned UAC International, is to close its Liverpool office in November, with the loss of 71 jobs.

The firm, one of the city's bigger shippers and forwarding agents, said that UAC was setting up an integrated export operation in London which would combine activities presently carried out at a number of locations, including Liverpool.

Liver Transport in London would be linked to this department. A limited number of employees would transfer to London, others would be eligible for early retirement but there would be some redundancies. Every assistance would be given to staff to find other jobs.

Liver Transport provides a shipping and forwarding service to Africa and the Arabian Gulf.
