TRANSPORT MINISTER David Jamieson says legislation allowing police to take action against foreign operators breaking rules in the UK will be laid before parliament in the autumn.

Speaking exclusively to CM last week. Jamieson confirmed that the Department for Transport will introduce a deposit scheme to ensure "offending overseas hauliers do not escape penalties as is often the case just now".

This measure was included in Alistair Darling's Future of Transport document released last week (CM 22 July) — Jamieson adds that the UK is working with other EU states to develop powerful databases to enable vehicles to be checked throughout the EU.

While many in the UK transport industry are frustrated at the lack of action taken against foreign operators who break the rules over here, Jamieson believes firms in other European states are even more worried.

"Some of those [other countries] are more anxious than us about this," he points out, "as they have open borders."
