Which of the following most accurately describes the problem?

THE EFFECTS OF the recession on trailer-makers were underlined this week when Montracon admitted that last year's E5m investment in extra capacity at its Market Weighton plant is not yet needed.

The extension to its plant, which was completed in December, remains available to the company, but no staff have been taken on to run it.

A company statement says: "In the light of difficult trading conditions, we have as yet to man up to the increased capacity levels offered by the investment at the Market Weighton plant."

The original aim of the factory extension at the reefer factory was to increase maximum capacity by an initial 50% and then 100%, meaning a total production of 1,350 trailers a year at the plant.

The recession means Montracon is keeping the new space, but delaying making use of it.

The company adds: "Otherwise we are holding our own while continuing to invest all areas of the business in anticipation of an upturn."
