Which of the following most accurately describes the problem?

PETULANT interfering unions have taken it upon themselves to tell Blackpool's ratepayers how their refuse-collection, streetcleaning and public lavatories should be managed. The Transport and General Workers' Union is boycotting the town as a conference centre because of plans to hand over the services to contractors.

Two Post Office unions have threatened to follow suit, although, with a letter taking 13 days to travel from Storrington, Sussex, to London, they could with advantage mind their own business. Yet, strangely enough, the National Executive Council of Nelda, the union most directly concerned in local government, has thrown out a proposal that it should review its decision to hold future conferences in the Lancashire resort.

I hope the ratepayers will tell the unions that Blackpool has enough indigenous rubbish without importing it.
