Which of the following most accurately describes the problem?

COMMERCIAL vehicles based and operated in Northern Ireland have to comply with law substantially similar to that applicable in the rest of the United Kingdom. But it does vary in some respects. In order to carry goods by road for reward it is necessary to hold a Road Freight Operator's Licence issued under the provisions of the Transport Act (Northern Ireland) 1967.

An explanation on Northern Ireland Operations comprises an expanded (22-page) chapter in the 13th edition of The Transport Manager's Handbook by David Lowe (Kogan Page, £14.95).

Since the book was established in 1970, it has become a standard reference work for for fleet operators and managers. Its 600-odd pages contain comprehensive explanations of our mountain of transport laws plus useful address lists.

However, notes on the dust cover of the 1983 edition are misleading: they claim that there is a new chapter on the Armitage Report; and another on under-run bumpers, sideguards and seat-belts.

The Armitage Committee rates one reference in the index (page 197: "As an alternative, a proposal has been put forward by the Armitage Committee that vehicle heights in Britain should be restricted to 4.2 metres"); under-run bumpers receive 13 lines under a cross-heading and sideguards nine lines similarly — all in a chapter entitled Construction and Use of Vehicle and Type Approval.
