THE EFFICIENCY of British Urban Bus Operators (Polytechnic of Central London; £15 (£20 overseas) is a report by the Poly's Transport Studies Group. So far as the size of undertaking, "Medium is beautiful" could be the message. The smaller district operators tend to suffer from high unit costs; the large operators from complex administrative structures; and with Passenger Transport Executives, "Management, welfare and general" costs, elsewhere running at around 10 per cent of the total, rise to 15 per cent. This report runs to 320 pages, with a whole lot of graphs and tables.
