OND1T1ONS attached to the short term grant made to the North Western Road Car Co. Ltd. in February last year, to operate an express service between Manchester and Southend-onSea, became the subject of contention when North Western applied for a renewal, with the modification that The conditions be removed, in Manchester last week. The application, amended by 'agreement between North Western and the objectors, was granted.

Four objectors—Smiths Tours (Wigan) Ltd.. Florence Motors Ltd., Wallace Arnold Tours Ltd., and Happyways Tours (Manchester) Ltd.—held that removal of the conditions, which had as their base that no passenger should he carried whose journey formed part of any inclusive holiday, would affect their own traffic and that the service might be used by those intending to fly from Southend Airport. The applicant company, through Mr. F. D. Walker, maintained that the conditions were impractical and imposed a duty which the operator could not guarantee to fulfil.

Mr. F. Marshall, for Wallace Arnold Tours, said his clients were solely concerned with Southend Airport, to which they carried 333 passengers last year.

Questioned by Mr. J. Backhousc, for the other objectors, Mr. W. Woolley, assistant traffic manager of NoTth Western, said that 454 passengers had been carried, an average of 22-7 passengers per load in the summer period authorized.

This year, with a longer period in which to advertise this summer service (which operates southbound Friday night, northbound Saturday night) they would expect to do more business.

After an adjournment, Mr. Back house told the North Western Traffic Commissioners that removal of the conditions, hut with the limitation of one vehicle on each departure being imposed, would afford the necessary protection.
