Which of the following most accurately describes the problem?

LITTLE more than 130 of 600 buses bought by Scottish operators last year were built in Scotland, according to Mr. ff. Phillips, secretary of the Stirling branch of the National Union of Vehicle Builders. The Union are asking the Scottish Trades Union Congress, the Scottish Council (Development and Industry) and other bodies to support them in a drive to persuade bus companies to buy from Scottish manufacturers.

It was stated that although labour costs were lower in Scotland, large contracts enabled English concerns to cut prices.
