Which of the following most accurately describes the problem?

UNIONS representing bus workers employed in municipal undertakings are claiming an additional increase of 3s. a week. The employers' side of the National Joint Industrial Council are believed to be meeting to consider the claim next week

The claim has not come as a surprise to the industry, as widespread "dissatisfaction was noted on the award of 4s. by arbitration in December. Government intervention in the railway workers' pay dispute has undoubtedly strengthened the busmen's case.

A succession of meetings with the Parliamentary Secretary to the Minister of Labour, on Tuesday, failed to break the deadlock between the unions and the bus companies on a wage claim affecting some 90,000 bus workers in the provinces. It was understood when The Commercial Motor closed for press on .Wednesday that unless there was a change in the attitude of the employers, the Parliamentary Secretary would probably set up a court of inquiry.

The employees have already rejected an offer of 4s., and have made it clear that they will not accept less than 7s.
