Which of the following most accurately describes the problem?

WHEN the national chairman of the VI' Road Haulage Association, Mr. B. Winterbottom, attended the dinner of the Southern Area at Henley, last Saturday, the area chairman, Mr. J. Barber, stated that it was the first occasion on which Mr. Winterbottom had attended a Southern Area function during his term of office. Mr. Winterbottom mentioned that he was the first person from outside the London area to be R.H.A. chairman.

Mr. Barber said that the area members looked forward to the future with optimism. The industry was now in the throes of ridding itself of the Transport Act, 1947, he said.

Mr. Winterbottom expressed the greatest confidence in the future, but called upon trade and industry to prevent British Road Services from becoming a gigantic clearing house.
