Which of the following most accurately describes the problem?

FOLLOWING an appeal by Glider". ways Coaches, Ltd., against thc West Midland Licensing Authority's refusal of a licence for a new express service between Birmingham, Portsmouth and Southsea. the Minister of Transport has made an Order requiring the Authority to grant the licence subject to certain conditions.

These conditions are that the service be provided on the outward journey only on each Saturday from the first Saturday in June to the first Saturday in September, and on the Sunday before Birmingham holiday week and the Sunday immediately preceding the August Bank Holiday. The inward service will be one week later in each case.

A maximum of two vehicles on any one day has also been imposed, except on the Saturdays before the two holidays, when the maximum will be three.

The appeal was heard by Sir Maurice Holmes at Birmingham in October.
