Which of the following most accurately describes the problem?

UNTIL the European Court decides about British tachograph enforcement, officers will be asked to continue to remember the problems raised by the 450km distance limit.

William Rodgers, the Transport Secretary, recalled in the Commons last week that last January he had drawn attention to the link between the 450km limit and the general tachograph problem, in that the use of a tacho provided exemption from this limit.

He had explained that enforcement authorities were aware of the difficulties presented by this limit while the tachograph problem remained unresolved.

The proceedings on the tachograph problem initiated by the European Commission had not yet been completed, noted Mr Rodgers, so the Government would remind enforcement authorities to take this into account in considering action on breaches of the distance limit.
