Which of the following most accurately describes the problem?

GLASGOW planners are now working on a "mini" theory for easing the city's traffic problems. Mr. Robert Mansley, director of planning, has revealed some of their ideas which could lead to mini-buses and mini-trains operating in and under the shopping and business centre of the city. The planners' probe will be closely linked to the Greater Glasgow Transportation Study, to be published shortly.

Mr. Mansley said: "On the road we are thinking on the lines of vehicles with, say, 12 seats operating on a fixed fare basis".
