Which of the following most accurately describes the problem?

Driving offences penalty changes From August 16 this year, the Department for Transport made certain levels of careless driving a fixed penalty offence, giving the police more flexibility when dealing with less serious cases of careless driving, such as tailgating or hogging the middle lane. The fixed penalty issued will be £100 and three points on the driver's licence. The police will also be able to offer educational training as an alternative to the points. Fixed penalties and graduated penalties were also raised. Third EU driver licence directive Following an EU directive published in 2006, changes to the law include: five-yearly renewals for vocational licences — to include self-certification for

medical fitness until the age of 45— and a limit of 3,500kg on the maximum authorised mass of a trailer towed by a driver with a newly acquired B+E entitlement after 19 January 2013. The changes to entitlement are not retrospective.

Mandatory greenhouse gas reporting Under the Climate Change Act, the government will introduce regulations in October to require all companies that are UK registered and are either listed on the London or New York Stock Exchange or in the European Economic Area, to provide greenhouse gas emission information in director reports submitted in accordance with the Companies Act. The reporting requirement will come into place for company reporting years ending on or after 1 October.
