Which of the following most accurately describes the problem?

Driving competitions have sprouted up all over the place since the early CM days. Many companies now run their own eliminators so that only the best get into the CM LDoY first rounds.

That's why this year we are likely to see Keith Barton and a team from London Brick Company who won their company's driving competition last week in the 1977 CM LDoY. Keith from Peterborough was the winner of the London Brick artic class.

These competitions are more than just a day out for the families. They really do promote better driving and bring happy smiles to the faces of the insurance companies and give the industry a better image.

But, and it is a big but, there are 536,133 vehicles specified on 0 licence on the roads. There will be less than 4,000 competitors in this year's CM LDoY.

Surely the 1/2 million plus who don't enter are not barred because of blameworthy accident. Now they'll prove me wrong and John Wells will be snowed under with inquiries.
