Which of the following most accurately describes the problem?

• Sumo Overland Direct International Transport, a company originally formed by former Sumotrans director Thomas Carstairs, has won its bid for a new licence at the second attempt.

The company agreed to' a condition that neither Carstairs nor his wife Linda would have any direct or indirect involvement in the company's management.

The TC said that a previous licence application by the company had been withdrawn part way through a hearing in May because of the involvement of Thomas Carstairs (CM 8-14 June). Interim authority to begin operation had been granted two months ago subject to three conditions.

The first was that Carstairs had no involvement in the business other than as a driver. The second being that Linda Carstairs was not to be employed by the company. Thirdly any change in the directorship and shareholding was to be notified to the TC within 14 days. Thomas and Linda Carstairs had both been involved in Sumotrans, whose licence had been revoked earlier this year.

Granting the licence subject to the same three conditions, the TC said that it was gratifying to see that the new director, Andrew Williams now had a full hold on what was required of him. He was now satisfied that the company was of good repute.
