Which of the following most accurately describes the problem?

• Disciplinary proceedings involving Monmouth-based Greenlands Transport have been adjourned, for the second time in four months, at a Cardiff public inquiry.

The proceedings were adjourned in June while the company had its trailers inspected by a commercial garage, and certified that they were in Al condition and would pass the MoT test (CM 22-28 June). They were again adjourned because a recent further maintenance investigation had proved unsatisfactory.

Adjourning the case until November, South Wales Licensing Authority John Mervyn Pugh said the results of the recent adverse maintenance investigation had only just become available and the company's solicitor would require time to take instructions.

Greenlands had originally been called before the Licensing Authority following the issue of nine prohibition notices since April 1988.
