Which of the following most accurately describes the problem?

THE PERSONNEL director of Tyne and Wear Passenger Transport Executive, Mike Allen, has resigned from his 127,000-a-year job in protest over a pay rise — he says that 8.9 per cent increase was excessive, after having led tough pay negotiations which won his colleagues a rise of only three per cent.

Allen had been with the PTE for 10 years and now has no job to go to. He was among five directors and 10 senior officers who were awarded the rise of nearly nine per cent.

Local transport union official Allan Grey said that his members were outraged by the award and have not ruled out a backlash. He praised Allen's action as that of a man of integrity.
