CONSCIOUS of the increase in the movement of freight by road AWARE of the present and increasing concern of the public about the environmental ill effects of road freight including noise, vibration, pollution, consumption of fuel, damage to roadsides and buildings, not to mention the consequences of accidents, RECOGNISING that the proportion of freight travelling by road differs greatly among the different Member States for a variety of reasons, ENCOURAGED by the letter dated December 13, 1976, from the German Minister for Transport to his colleagues in the other Member States which recognises these points and explains why the German Federal Republic wishes to limit the volume of road freight, KNOWING that the Commission is preparing for harmonising vehicle weights which will involve an increase in weights in some Member States, CALLS upon the Commission to attach increased importance to environmental factors in transport planning and to prepare proposals for stabilising, and if possible reducing, the volume of road freight before proceeding with proposals to harmonise vehicle weights.
