Which of the following most accurately describes the problem?

NORTH LANARKSHIRE has become the latest region to launch the Efficient and Cleaner Operations (ECO) Stars Fleet Recognition scheme.

The initiative aims to help hauliers reduce emissions and improve fuel consumption by at least 5% in the first year. Three other cities — Dundee, Warrington and Sefton, Merseyside — also plan to go live with the scheme, which will take the total to 11 regions. The scheme, launched in South Yorkshire in 2009, has approximately 300 members that run about 6,000 vehicles, including operators such as Wincanton, DHL and Asda.

When joining ECO Stars, hauliers are given a star rating of one to five, with guidance on how to improve fleet performance. By implementing the recommendations, operators are expected to achieve cost savings of about £2,300 per vehicle based on average mileage and mpg calculations.
