Which of the following most accurately describes the problem?

• "The prime consideration will be the safe and sound mechanical condition of vehicles. This must be allied with and stem from systematic maintenance backed by sufficient records to enable me to be satisfied that vehicle condition is likely to be consistently satisfactory.

This was how the Western LA, Mr. J. R. C. Samuel-Gibbon, opened a message to the Western Traffic and Maintenance Committee in Applications and Decisions number 1222 recently, outlining the procedure to be adopted when considering 0 licence applications.

The LA explained that it would not be essential for operators to employ their own maintenance staff but the responsibility for the vehicle would always rest with the operator.

He thought that where the operator did maintain his own vehicles, better facilities and maintenance aids would lead to better response from the maintenance staff.
