• Why had the prospect of the new operators' licensing system created so much gloom amongst C-licence operators, Mr. John Else, the West Midland Licensing Authority, asked members of the Freight Transport Association at the dinner of the West Midland division of the Association in Birmingham last week. All the operator had to do was to show he was a fit and proper person to have a licence and that he would maintain his vehicles in a satisfactory condition. "I say to operators: 'banish your fears and have a good time'. What," said Mr. Else, "have you got to lose and what have you to complain about?"
