Which of the following most accurately describes the problem?

MOTES for the guidance of motor' 11 spirit dealers have been issued by the Ministry of Fuel and Power in connection with the supply of "commercial" and " private " petrol.

The date of validity is carried on all coupons except L and N, and fuel must not be supplied after the expiry of validity. The L and N are printed " first month," and so on, but each is valid for that month and the five following. They may also be used in advance during June-November, but not "cashed" before June 1.

Until the distribution of " commercial " petrol is complete, "private" petrol may be supplied against F, G, W, X and Y coupons, the only requirement being that use must not be made of a pump marked "private." This will not apply to one-pump installations operating under special licence.

Z coupons over-stamped "for testing purposes" or "for trade plate use"
