Which of the following most accurately describes the problem?

II Car delivery group Toleman is centralising its fleet management operations in a two-phase programme which should be completed by the end of June.

A suitable site has yet to be finalised, but it will probably be based at an existing Toleman location in the Midlands.

"The site will be charged with building loads for the entire fleet, to make optimum use of our fleet and stock," says managing director David Wilcock.

At present each of Toleman's 12 depots is allocated vehicles by source, which the depot allocates to dealers. But this system "breeds a little bit of parochialism", says Wilcock with depots looking after their own interests. "We have a national network which is to be utilised to the fullest," he stresses.
