Which of the following most accurately describes the problem?

THE DEPARTMENT of Transport is "the sponsor directorate of the road haulage industry", claims a book published this week.

Juggernaut by The Sunday Times anti-lorry journalist John Wardroper, claims that the DTp is biased in favour of the lorry, and says that undertaxing of the heaviest lorries has resulted in a shortfall of at least £1.2bn before accidents, vibration damage, pollution, or environmental impact are taken into account.

Mr Wardroper also claims that operators have been protected from strict enforcement of regulations, that DTp has delayed safety improvements to vehicles, and has blocked action to quieten them.

Juggernaut, published by Maurice Temple Smith Ltd, of 37 Great Russell Street, London, WC1, costs £4.95 paperback or £9.95 hardback.
