Which of the following most accurately describes the problem?

• The new remotely controlled signals on M4 will give both advisable speeds and mandatory directions.

In normal conditions no signal will be shown. In hazardous conditions the signals will show the maximum advisable speed or a lane-closed symbol. When a symbol is being shown the amber lights at the corners of the signals will flash in pairs. The road clear symbol, an octagon with a diagonal bar, will be shown after the hazard has passed.

Stop signals, consisting of two pairs of red lights which flash from left to right alternately, must be obeyed. Drivers stopped by the flashing red signal may proceed only when it changes to show speed, directional arrow or road clear symbol.
