Which of the following most accurately describes the problem?

• Mr. J. P. Wells, a national vice-chairman of the Road Haulage Association, left his audience in no doubt about the role of the Association when he spoke in Hull on Friday. Mr. Wells was attending the annual dinner of the Yorkshire (Hull) area.

"The RHA is not fighting the battles of the 40s and 50s," he said, "the arguments are history; today the RHA is here for the benefit of the entire haulage industry." Following the theme taken up by other RHA speakers in recent weeks Mr. Wells said that the Association no longer represented only the private sector of the industry, adding: "Ownership does not matter."

He supported a plea from Mr. R. E. 0, Peasegood, president of Hull Incorporated Chamber of Commerce and Shipping, that the roads to the port should be linked by motor way to Al. Mr. Peasegood visualized Hull as Britain's third port supported by an extensive hinterland.

On dock delays, the president told the hauliers that they were in part to blame. "You are apathetic:' he asserted. He pointed out that shippers were anxious to hear at first hand about delays and it was the hauliers' responsibility to report them.
