Which of the following most accurately describes the problem?

THE FREIGHT Transport Association (FTA) has backed the European commissioner for transport’s decision to allow the movement of longer, heavier vehicles (LHVs) between countries (CM 21 June), after MEPs warned he faced a legal challenge. Siim Kallas has been accused of overstepping his authority for changing the interpretation of maximum vehicle size to allow LHVs to cross borders.

The Parliament’s transport committee chairman Brian Simpson says Kallas has referred the matter to the Parliament’s president, urging him to seek legal advice. He adds: “The co-ordinators of the political groups unanimously felt that the commissioner was acting outside his powers.” But the FTA’s head of engineering policy, Andy Mair, says: “Our view is that there should be no restriction on cross-border traffic between two member states.” The UK government has said it isn’t considering the use of LHVs.
