Which of the following most accurately describes the problem?

THE EUROPEAN Parliament has voted for troubled European Union satellite navigation service Galileo to remain under EU control; the additional estimated €2.4bn (f1.6bn) needed to send the system into space will be drawn direct from EU budgets.

MEPs want to avoid Galileo being funded and run by a consortium of EU governments, bypassing EU institutions.

The parliament has "reiterated its support for the Galileo programme, which is of enormous value to Europe, and expressed its strong support for continuing it under EU responsibility".

The money would be in addition to the El bn (1670m) already budgeted under EU funds for the Galileo rollout. To achieve this, national governments will not want to adjust the EU's mediumterm budget plans — agreed after much painful discussion last year.

So, even if Galileo is funded directly by the EU, the money would probably be drawn from existing budgets.
