Which of the following most accurately describes the problem?

A recent survey listed the top 10 things that wound up road users and it seems that, rather than road pricing, the government should introduce a swear box, as bad manners topped the list. At 50p per swear word the government would be able to buy South America within a year.

Number two was traffic jams, though surprisingly at number three was "people sitting in the outside lane on motorways". It is, of course, very annoying, though surely the middle lane drivers should have topped this. An outside lane driver at least gives you a much wider area to undertake, whereas the middle lane driver could pull back in at anytime. This means that to go past, one always has to go from inside to outside back to inside. The solution -allow driving lessons on the motorway.

White van men and women drivers got a bit of a raw deal in this survey, with both making the top 10. What is understandable though, is that Sunday drivers made the list. The government should issue 'S plates for them and decree that they must keep up with the flow of traffic (give them minimum speed limits).

To give the survey something of an educational feel, it includes the top 10 ways to reduce road rage. While it has some sensible suggestions such as ignore aggressive drivers and remember your manners, it also has a couple of dubious tips.

At number six it simply says satellite navigation. Perhaps this will prompt the first TomTom with a Paul O'Grady voice shouting "calm down, calm down" in heated traffic jam confrontations.
