The European Community Regulations to which you refer came into operation in March, last year and apply to drivers of passenger vehicles constructed and equipped to carry 10 or more passengers. A leaflet explaining what is involved can be obtained from the Department of the Environment free of charge.

Briefly, in order to drive a vehicle of the prescribed type •on the Continent you must be at least 21 years of age and have had suitable driving experience.

If you hold a current British driving licence, are over 21 years of age and have been driving for at least a year you can apply to your local area traffic office for a certificate. In making application you should send your current driving licence. If by any chance you already hold a public service vehicle driving licence then you will not need such a certificate.

Contravention of the minimum driving age regulations renders the offender to prosecution in this country as well as in other Community countries. The penalty could be a £50 fine, endorsement of your driving licence and disqualification. As well as having a driving certificate you will have to observe the laid down driving hours and keep records. You will also need a journey control document and a leafletis also available on this subject.
