Which of the following most accurately describes the problem?

A A contract licence is entered into between

two parties and they have normally to satisfy the Licensing Authority that it is a genuine contract. The licence issued in the name of the contractor is conditioned to carry goods for the other party. It cannot, therefore, be sub-contracted to a third party.
