Which of the following most accurately describes the problem?

Felix Wentworth, of Schweppes Ltd., who has chaired the highly successful BIM forums on physical distribution, paid an exceptional tribute to one of the speakers at last week's seminar, "Selecting the freighting medium". He suggested that Mr. Marples would have done better to have appointed L. A. Castleton as boss of British Railways instead of Dr. Beeching.

L. A. C. worked for the Great Western Railway for 20 years before joining Metal Box Co. Ltd. as railway assistant to the chief transport officer. Within four years he was made chief transport officer and he has made a great reputation in road transport circles since then.

No one could claim that L. A. C. is not fully aware of the potentialities of road and rail transport but he made it very clear last week that Freightliner services must justify themselves on their merits. And that the legislative prop designed by Mrs. Castle is quite uncalled for.
