Which of the following most accurately describes the problem?

• An experiment with one-man buses is to be proposed to Edinburgh municipal transport committee next month as part of an effort to meet the city's transport deficit, expected this year to be about £111,000.

The committee will also be asked to negotiate with Scottish Omnibuses Ltd., on cutting out duplication of bus services on the outskirts of the city.
