Which of the following most accurately describes the problem?

WHEN Messrs. H. Tattle and Son, Setlicks Green, Taunton, applied to Mr. S. W. Nelson, Western Licensing Authority, at Taunton, last week, to extend the radius of their B licence from 20 to 80 miles, allegations were made about inefficiency by the railways and British Road Services.

Mr. J. H. Baker, director of J. H. Baker and Sons, Ltd., timber merchants, Shillingford, Devon, said that neither the railways nor B.R.S. could offer competitive rates and that the service they provided was unsatisfactory. He had ordered two trucks for 9.30 a.m. on Monday, but by the morning of the hearing (Wednesday) they had still not arrived.

Mr. T. D. Corpe, for the applicants, said that they had an A-licenced vehicle which was kept busy on long-distance work. If the application were granted, the B-licence vehicle would be permitted to make longer journeys, and Messrs. Tottle would not have to disappoint their customers.

Mr. D. G. Bowerman, Taunton area manager of B.R.S.. said that he was confident that B.R.S. could provide a highly satisfactory service.

Granting the application, Mr. Nelson said that he had borne in mind that no evidence had been forthcoming to rebut the allegations of railway inefficiency. He was satisfied that Messrs. Tottle's facilities' were better than those of B. R. S.
