Which of the following most accurately describes the problem?

ON Monday next, July 1, a new agreement on wages and conditions, negotiated by the Scottish Conciliation Board, will come into force and will remain in operation until at least January 1, 1936. The provisions of the agreement have already been referred to briefly in The Commercial Motor, but we have now received a copy of the full agreement, the main . provisions of which are as follow;— When drivers and attendants are employed for less than a full working week, the wages set out in the second part of the accompanying table shall be paid. Overtime shall be paid at the rate of time and an eighth for the first eight hours following the completion of a 48-hour week, and at time and a

quarter thereafter. In the case of casual employees, overtime shall be paid after 8+ hours' work per day. Paynient at the rate of time and a half shall he made for all work on Sunday.

A driver or statutory attendant may, if away from home, be booked off (that is, shall be away from the vehicle and free from all responsibility for it) for a period not exceeding two hours, exclusive of meal times, between any two driving periods in any 24 hours, and shall be paid is. for the booking-off c54 time or part of it. A driver or attendant who is away from home and is booked off for more than two hours, shall be paid subsistence allowance at the rate of 6s. up to 12 hours, 7s. 6d. up to 18 hours, and 10s. up to 24 hours, but the allowance in respect of hours between 6 p.m. and 8 a.m. shall not exceed Ss.

At the end of 24 hours Off duty, the driver or attendant shall be treated as if he had resumed work and be paid tie usual rate of wages for the next succeeding eight hours. If these eight hours, or any part of them, represent payment for a period which would not legally be included as driving time, these hours shall not be reckoned as qualifying for overtime payment.

Men in regular employment shall be granted three public holidays per annum, and any additional proclaimed holiday, with pay. NAIliere higher wages and/or more favourable conditions than those contained in the report are in force, the wages shall not be reduced or the conditions varied, except by mutual consent of the employers and employees.

The wages and conditions are to be applicable all over Scotland, but the Board will be prepared to receive applications from employers in any rural area regarding the wages and, if considered fit, will alter the scale. The Board will take any action necessary to ensure that the terms of the agreement are observed.
