Which of the following most accurately describes the problem?

What will happen to the Government's blacklist of companies alleged to have infringed the pay code when the currency of the guidelines expires next week?

This is a question that some hauliers are asking.

The validity of sanctions was always in question. For one thing, the guidelines have no legal force. For another, the outrageous declaration that Government contractors have had to sign under duress has required a guarantee that the guidelines have not been exceeded since last August, but under the 12-month rule it most surely lapse next month, So let us have no more instant "law" which, if the Confederation of British Industry had seriously challenged it, would have been laughed out of any court.
