Which of the following most accurately describes the problem?

BUS FARES in Aberdeen city — for many years the envy of other Scottish public transport authorities — are being pegged at an unrealistic level because of the findings of the Scottish Traffic Commissioners, it was clairr‘ed. Members of Grampian Region were considering the Commissioners' verdict on proposed fares increases.

Regional vice-convener councillor Harry Sim argued that it was implicit from the Commissioners' findings that the same criterion was not being applied to Grampian Region in its application for increases as had been applied to other major Scottish transport authorities.

He was supported by Councillor Henry Auchinachie, who said he would be more inclined to accept the Commissioners' ruling if he could be assured that applications for fares increases from comparable authorities were judged on the same basis.

The policy and resources committee agreed to appeal against the findings of the Traffic Commissioners, but to implement from July 30 the proposed increases approved by the Commissioners.
