Which of the following most accurately describes the problem?

A HUSBAND who represented his wife at a public sitting of the South Wales LA when he wanted to renew their licence, which expired in January 1978, was told by the LA to seek legal advice or discuss the matter further with his wife.

Albert Watts of Bryngwyn Road, Newport (Gwent) said that when his wife went to renew the licence it was too late. He told the LA they had both been off sick but had they sent the application in at the appropriate time he would not be in court today. But when asked what kind of licence he wanted that would be applicable to their business, he said he did not know. Adjourning the application, the LA said it seemed the company did not know very much about restricted or standard licences and suggested it seek legal advice.
