Which of the following most accurately describes the problem?

laura.haitstoneldrbi.co,uk VOSA'S LONG-AWAITED contract for Authorised Testing Facilities (ATFs) has been published this week, with Scania, Truck East and Wincanton the first to sign up.

Scania dealer TruckEast is the first to sign the contract for its Wellingborough site.

John Biggin, managing director of TruckEast, adds: "This is a significant step towards reducing unnecessary journeys by having vehicles tested at their place of maintenance and repair. More consistent test results will also be inevitable and will benefit operators and repairers, "We'll be investing in other ATFs across our group, with the next one due to come on-line in the spring at our Stowmarket branch."

However. John Davies, head of UK service and support at MAN Truck & Bus, says his company has held off from signing.

He continues: We have some contractual and legal concerns, such as the fact there is little scope for termination [outside of the five-year fixed contract term]. We do want to sign up, but rather than jump straight in, we are taking a more considered approach." Under the contract, the ATF party can choose to test just their own vehicles or offer tests to third parties If offering third-party tests, the ATF party can choose what types of vehicles it will test.

Those offering access to third parties can charge a pit fee above the VOSA test fee, enabling ATF parties to recover some costs The contract does impose a cap on the pit fee: HGVs (£55) and trailers (£40), exclusive of VAT.

The contract also stipulates that ATFs must reserve examiners for at least two consecutive testing periods (3.5 hours), giving a total of seven hours of testing.
