No useful purpose would be served by introducing regulations relating to the conduct of drivers, conductors and passengers, as these could often be more of an embarrassment than a help to operators.

The Association. think it unreasonable' that no standing passengers should be carried if there is a vacant seat. "Good sense among conductors and passengers should be allowed to be exercised in matters of this. kind," say the A.M.C.
